History of the Republican Specialized Scientific and Practical Medical Center of Endocrinology named after Academician Y. Kh. Turalulov

The Institute of Endocrinology of the Ministry of Health of the Republic of Uzbekistan was founded in 1989 through reorganization Institute of Regional Medicine, which was created as part of the Academy of Sciences of the Republic of Uzbekistan in 1957. The need for scientific development of medical problems of the region was extremely important not only from the point of view of the interests of the development of medical science at the level of the requirements of that time, but to a greater extent for solving pressing issues practical health care. To solve these problems, it was necessary to have a sufficient number of qualified personnel in all specialties of medical science and practical health care, as well as technically equipped scientific laboratories. It was also necessary to determine the main scientific directions future research. In this regard, the idea arose of creating such a scientific institution in the system of the Academy of Sciences of the Republic of Uzbekistan. The initiator was an outstanding scientist, organizer of science of the Republic, academician H.M. Abdullaev, president of the Academy of Sciences of Uzbekistan in those years. The idea was warmly supported by the first Uzbek medical professors, heads of departments of Tashkent State Medical Institute A.A. Askarov, Z. I. Umidova, N.I.Ismailov, S.A. Masumov and others.

The main problem facing medical science and healthcare practice in those years was the task of eliminating endemic goiter, treatment and prevention of gastrointestinal diseases, vitamin deficiencies; study of the features of water-salt metabolism in conditions hot climate of Central Asia. These problems were put forward as the main scientific directions for the future institute. Presidium of the Academy of Sciences of the Republic of Uzbekistan at for the support of medical scientists, appealed to the Government of the Republic with a proposal to organize a scientific research institute of medical profile in the system of the Academy of Sciences of the Republic of Uzbekistan.

The Institute of Regional Medicine was established by the resolution of the Council of Ministers of the Republic of August 1, 1957. A young, energetic and talented scientist Yalkin Khalmatovich Turakulov was appointed director of the institute. Thanks to erudition and scientific intuition Ya.Kh. Turakulova, in a short time the structure of the institute was formed, including laboratories of pharmacology (headed by associate professor I.K. Kamilov), physiology (head academician A.Yu. Yunusov), clinical pharmacotherapy (head associate professor N.S. Kelginbaev), oriental medicine (associate professor A. Ibragimov), biochemistry (associate professor Ya.Kh. Turakulov), gastrointestinal pathology (head of the corresponding member of the Academy of Sciences of the Republic of Uzbekistan A.A. Askarov), microbiology, pathomorphology, etc. In addition, the Republican anti-throat dispensary of the Ministry of Health was transferred to the institute. In a short time, these laboratories have become in large research centers not only in the system of the Academy of Sciences, but became the basis for the development of departments and experimental directions in medical and biological educational institutions.

The founder of the development of the problem of combating endemic goiter in the Republic was professor of TashMI, surgeon S.A. Masumov, and on the basis of his previous research on endemic goiter in the Fergana Valley, a doctrine was created on the prevention and elimination of goiter by providing the population iodized salt. It was on his initiative that the Republican anti-throat dispensary was organized, which formed the basis of the goiter department when organizing Institute of Regional Medicine. The study of the epidemiology of iodine deficiency and the elimination of endemic goiter became the main focus of the new institute. The name of the institute - the Institute of Regional Medicine was determined based on the tasks of studying the diseases of the region, common in those years (endemic goiter, gastrointestinal diseases, vitamin deficiencies). But in view of the extreme urgency of endemic goiter, the emphasis was placed on the elimination of iodine deficiency.

By the end of 1957, the Institute of Regional Medicine had eight laboratories: physiology, pharmacology, biochemistry, gastrointestinal pathology with a hospital, endemic goiter with a surgical department, pathology, bacteriology. In 1958, under the leadership eminent scientist, specialist in food hygiene prof. Makhkamova G.M. a laboratory of nutrition and experimental pathology was created, which began closely deal with the peculiarities of preparing oriental dishes, hygienic requirements for the composition of nutritious products and cooking technology, vitamin provision.

The main achievements of the laboratory of biochemistry, thyroid pathology, laboratory and clinic of the thymus department in the early years were associated with the study of iodine metabolism and they were achieved largely due to the widespread use of the radioactive isotope of iodine I131 for diagnostic (radioiodine diagnostics), therapeutic (radioiodine therapy) and research purposes. The Institute of Regional Medicine has provided invaluable assistance to many institutes of biological divisions of the Academy of Sciences of the Republic of Uzbekistan, clinics and departments in the training of specialists, the organization of a laboratory of radioactive isotopes.

In subsequent years, the Institute of Regional Medicine of the Ministry of Health of the Republic of Uzbekistan, despite the expansion of the topic, repeated transitions from the system Of the Academy of Sciences of the Republic of Uzbekistan to the health care system and back, retained its leading position as a scientific center for the study of the exchange of iodine in the body and iodine deficiency states, the use of radioactive iodine in medicine, not only in the republic, but also in neighboring Central Asian countries. During the period of the Institute Regional medicine was constantly looking for new directions, they were developed, modified. Talented people took part in their creation and development energetic mature scientists and they have left an unforgettable mark on the history of laboratories and clinical departments. Recognized therapist-endocrinologist Erkin Gafurovich Kayumov, who led the therapeutic direction at the clinic, began the first research on diabetes mellitus, was one of the first doctoral students of the Institute and defended his doctoral dissertation in consultation with the famous scientist, academician of the Academy of Medical Sciences, founder of the school of diabetologists prof. Baranova V.G.

Dr. med. prof. Kelginbaev Niyaz Suleimanovich created a laboratory of clinical pharmacotherapy, later on the basis of which was the laboratory of diabetology was established. Prof. Rakhimov Nishan Rakhimovich, a well-known therapist-gastroenterologist, who led the Academician A.A. Askarov of the Department of Gastrointestinal Pathology, was the director of the Institute in 1974-1975 and ensured the development of the gastroenterological direction.

Ilyasov Sh.Sh. - student of prof. Masumova S.A., a surgeon-endocrinologist, has done a lot of scientific, epidemiological work on thyroid pathology. In 1975 he was director of the Institute.

Achievements in these areas were significant enough and in 1964 they were awarded the highest scientific award time - the Lenin Prize in the field of science - thanks to the results of clinical and biochemical studies of endemic goiter, performed by Ya.Kh. Turakulov, R.K. Islambekov. The first book devoted to iodine metabolism and thyroid hormones was published in 1960 by Ya.Kh. Turakulov, the book was published in English language. In fact, it was the main achievement of the Institute's research on regional pathology.

The creation of the Institute of Regional Medicine of the Academy of Sciences of the Republic opened up huge new opportunities for training national personnel in the field of various branches of medicine and biology. The training of personnel was carried out not only within the walls of the laboratory of the institute, but also by secondment full-time graduate students and doctoral students in the leading scientific centers of the former Soviet Union. Over 50 years of the Institute's existence, a huge number of candidates have been prepared and doctors of science published monographs, collections of methodological documents of popular science publications, scientific articles in domestic and foreign journals. In 1967, the Institute of Biochemistry, then the Institute of Physiology, a number of departments in medical, pharmaceutical institutes, at the Tashkent State University. New methods penetrated into biochemical research through the Institute of Regional Medicine biochemical, biophysical, cytological studies, radioisotope-histochemical analysis, different variants of chromatography, electrophoresis, luminescent and phase contrast microscopy.

Leading scientists of the Institute take an active part in international scientific conferences, symposia and congresses. If, before the Republic gained independence, the participation of employees in International conferences was sporadic and rare, then for the last ten years gave a huge impetus to communicate with leading experts around the world. The presence of the Internet allows you to be in the thick of the latest achievements in medicine. Established close ties with leading scientists from Russia, USA, England, Germany, France, Japan, Australia and other countries.

Consistent and thoughtful development and expansion of clinical departments, a polyclinic, a radiological building Clinics of the Institute of Endocrinology into a qualified scientific and practical endocrinological center, recognized in the Republic. A technical cooperation program has been implemented between the International Atomic Energy Agency (IAEA) and the Ministry of Health of the Republic of Uzbekistan (C6 / UZB / 006). Neurosurgical operational activity began in 2011, when transsphenoidal interventions on the pituitary gland were introduced into the practice of the Center. The surgical block was reconstructed with the creation of two operating compartments for endocrine surgery and transsphenoidal pituitary surgery. In April 2013, by order of the Ministry of Health of the Republic of Uzbekistan, the Department of Neurosurgery was opened at the Center of Endocrinology, where high-tech operations are performed not only on the pituitary gland, but on the spine.

In accordance with the Decree of the President of the Republic of Uzbekistan dated October 30, 2017 No. UP-5216 "On amendments and additions to some acts of the President of the Republic of Uzbekistan", Resolution of the President of the Republic of Uzbekistan No. PP-3071 dated June 20, 2017 "On measures for the further development of specialized medical care to the population of the Republic of Uzbekistan for 2017-2021 ", the Republican Specialized Scientific and Practical Medical Center of Endocrinology was renamed into the State Institution" Republican Specialized Scientific and Practical Medical Center of Endocrinology named after academician Y.Kh. Turakulova ".

2018

The scientific potential of the Center employs 45 employees, including 37 researchers. The institute has 6 scientific laboratories, a clinic with 13 departments for 288 beds, a polyclinic for 250 visits, an organizational method department and other departments.

For 2012-2017, 11 scientific grants were carried out at the Endocrinology Center, including 2 fundamental, 5 applied, 2 innovative and 2 grants of young scientists. The total amount of funding for scientific grants over the past 5 years amounted to 4.150.214 thousand soums.

Over a 5-year period, 215 publications have been published and 8 computer programs have been developed (for the register of patients with diabetes mellitus, diabetes insipidus, Cushing's syndrome, inactive pituitary adenomas, metabolic syndrome in children and adolescents, a calculator of the risk of myocardial infarction in patients with type 2 diabetes, etc. ), 11 methodological recommendations, 14 manuals and manuals, 126 articles (of which 82 are in foreign publications and 44 in local ones) and 64 theses (of which 45 are foreign and 19 are local). Of the 126 published articles, 62 (49.2%) were published in impact factor journals. Of these, 27 at Googlescholar, 24 at RSCI and 11 at Webofscience / Scopus.

2017-2018.

RSNPMCE has carried out some work to establish and expand international cooperation with leading foreign medical universities, centers and clinics from the Russian Federation, USA, Republic of Korea, Turkey, Great Britain, France, Czech Republic, Estonia, Ukraine, Azerbaijan and other countries. In total, today the RSNPMCE has 12 valid Memorandums with foreign medical centers, clinics, as well as pharmaceutical companies for cooperation in the field of medical science.

2017

The "Clinical protocols for the diagnosis and treatment of endocrine diseases for doctors of all levels of health care" (for 7 nosologies) were approved. Order of the Ministry of Health of the Republic of Uzbekistan No. 457 dated August 16, 2017. The "Standards for the diagnosis and treatment of endocrine diseases" with appendices were approved. 2018

The order of the Ministry of Health of the Republic of Uzbekistan No. 165 "On measures to improve the endocrinological service of the Republic of Uzbekistan" dated 14.03.2018 was approved (update of order No. 589 dated 13.11.1992. Changes have been made to the structure of the dispensary, to the equipment list of not only the dispensary, but also specialized departments of the RMO. On the basis of the changes made, changes were made to the structure of the existing staffing standards of the dispensary and submitted for consideration to the Ministry of Health of the Republic of Uzbekistan).

In the RSNPMTSE named after academician Y.Kh. Turakulova opened a new department "Clinical Endocrinology" for 26 beds

The Center has a central server that unites more than 200 computers. A user-friendly special software product has been developed and implemented, which allows you to save in electronic form all information about patients visited by the Center. There is constant access to the Internet.

2017-2018

The local network of the Center has been improved and a local network system has been introduced with all regions of the Republic to create a unified database on endocrine service. In 2017, 507 patients from different areas were consulted on telemedicine, and appropriate recommendations were given on further management tactics. During 2018, the leading employees of the Center consulted 962 patients from different regions of the Republic.

The Kashkadarya branch of the RSNPMTSE named after academician Y.Kh. Turakulov with 150 beds and 150 visits, Navoi Endocrinology Dispensary (after the construction of a new building) with 85 beds, 100 visits was opened
